Representation of Ethnicity in Grand Theft Auto: San Andreas

Grand Theft Auto is a notoriously controversial franchise. 
Grand Theft Auto: San Andreas introduces the first playable black person in a modern Grand Theft Auto game. We play as Carl Johnson, as him and his gang take over the city of Los Santos. However, all of his fellow gang members and rival gang members are African-American. This could be seen as quite a stereotypical representation of gang members. 
With the exception of  Samuel L Jackson's character, every police officer and authority figure tends to be a white male. Every other African-American character tends to be a law breaking citizen, such as illegal guns salesman and gangsters. 
While this game is quite stereotypical, it does give a lot of power to the African-American community because they overcome all the odds and defeat the authority (by using violence and other bad measures).
